Manager, Real Estate and Administration (QHSE)

The Manager, Real Estate & Administration (QHSE) is responsible for overseeing and ensuring the Bank’s compliance with Quality, Health, Safety, and Environment (QHSE) standards, policies, and regulations. This role involves managing the QHSE team, establishing a strategic vision for QHSE management, conducting risk assessments, and driving continuous improvement.

The incumbent will lead safety and compliance initiatives across the Bank’s headquarters and all operational locations, ensuring the highest levels of workplace safety, service quality, and environmental sustainability.

Key Responsibilities

1. QHSE Management

  • Develop and implement an Occupational Safety, Health, and Environment (OSHE) system to drive compliance, risk mitigation, and a strong safety culture within the Bank.
  • Oversee daily QHSE operations at the Bank’s headquarters and all facilities, ensuring alignment with ISO standards, KPIs, and SLAs.
  • Conduct quality awareness programs and provide guidance to departments on identifying and addressing quality issues.
  • Supervise the QHSE team, ensuring technical expertise, due diligence, and operational efficiency.
  • Liaise with external regulatory bodies and industry experts to keep the Bank updated on the latest QHSE compliance requirements and best practices.
  • Enforce health, safety, and environmental compliance, ensuring the proper use of emergency equipment and incident response protocols.
  • Maintain detailed records of QHSE activities, including incident reports, accident investigations, audits, and compliance assessments.
  • Conduct internal audits to identify areas for improvement and ensure adherence to Bank policies and international standards.
  • Lead audit teams in evaluating the Quality Management System (QMS) and conducting departmental mini-audits.
  • Ensure Bank culture, policies, and regulations align with the highest levels of quality and service excellence.
  • Work with AATC, Real Estate Management, and Soft Services teams to ensure all Bank facilities comply with QHSE standards.
  • Contribute to budget planning and financial forecasting for QHSE-related activities, ensuring alignment with approved financial plans.
  • Oversee the implementation of ISO 22301 standards across Bank facilities, equipment, and operational systems to enhance business continuity and resilience.

2. Service & Compliance Management

  • Oversee the QHSE team to ensure 24/7 service delivery, meeting pre-agreed SLAs and performance standards.
  • Ensure all QHSE team members and Bank employees comply with Bank policies, fire and industrial safety rules, sanitary regulations, and legal requirements.
  • Implement vendor performance management systems, including contract negotiations and SLA enforcement.
  • Maintain clear periodic reports for the Department Manager, outlining the status of QHSE implementation, challenges, and corrective actions.

3. Team Leadership & Development

  • Define and communicate key responsibilities and best practices, ensuring effective service delivery.
  • Evaluate, mentor, and direct QHSE team members, ensuring regular performance assessments and KPI tracking.
  • Develop clear workflows and operational guidelines for efficient execution of QHSE tasks.
  • Foster a culture of teamwork and continuous improvement, ensuring alignment with Bank objectives.
  • Build trust and accountability by setting clear expectations, encouraging contributions, and providing professional development opportunities.

4. Other Responsibilities

  • Perform additional QHSE-related duties as required by management or dictated by operational needs.

Qualifications & Requirements

Education & Certifications

  • Bachelor’s degree in Facilities Management, Occupational Health & Safety, Soft Services Management, Hospitality Management, Business Administration, or a related field.
  • Master’s degree in the above fields is preferred.
  • ISO certification in QHSE fields is required.

Experience Requirements

  • More than 10 years of experience in QHSE, Occupational Health & Safety, or Environmental Management.
  • 6–10 years of experience in a QHSE leadership role within a corporate, financial, or industrial environment.
  • Proven expertise in HSE principles, data analysis, risk assessment, and compliance monitoring.
  • Strong knowledge of local and international QHSE standards and regulatory codes.

Technical Skills & Competencies

  • Software Proficiency:
    • Microsoft Word, Excel, PowerPoint, and Outlook.
  • Core Competencies:
    • Strong audit, compliance, and risk management expertise.
    • Experience in ISO standards implementation and certification processes.
    • Ability to develop and enforce health & safety policies.
    • Strong team leadership and training capabilities.

Language Proficiency

  • Fluent in Arabic and English (spoken and written).
  • Proficiency in French is preferred.
